To comply with law, LACSD changed the Board Member elections from odd-numbered years to even-numbered years to coincide with the Statewide General Election. The District also changed from an at-large to a district-based election, meaning each Director represents a specific geography within the District.
The District is required to adjust division boundaries after each federal decennial census. Using the census data as a basis, the boundaries of the divisions must be adjusted so that they are equal in population to the extent possible. In adjusting the boundaries of the divisions, the board may give consideration to the following factors: (1) topography, (2) geography, (3) cohesiveness, contiguity, integrity, and compactness of territory, and (4) community interests of the division. Before adjusting the boundaries, the Board shall hold at least two public hearings.
